Essentially, it depends on whether you and your friend are the subjects or the objects (of the verb) in the sentence in question.
If you are the subjects, you say ‘’you and I’’:
‘’You and I should celebrate the success of our latest bank robbery.’’
If you are the objects, you say ‘’you and me’’:
‘’The police are looking for you and me after discovering our latest bank robbery.’’
